The effort to stop Turkmenistan methane mega-leaks has reached its first concrete milestone, with eight confirmed repairs to corroded pipes, faulty wells and failing flares across some of the country’s most heavily leaking fossil fuel fields. The UN is calling it a breakthrough. I’d call it a start, in the best possible sense.

The repairs span sites from Lebap Province in the east to the Dauletabad and Gugurtli fields in the south, according to the UNEP MARS mitigation action list. The first fix came in November 2024; the most recent was a corroded pipeline sealed in March 2026. That is a slow but measurable drumbeat of progress from a government that, until recently, was not engaging with international partners on methane at all.

Why Turkmenistan’s Methane Problem Is in a League of Its Own

The scale of the underlying problem remains extraordinary. The IEA’s Global Methane Tracker 2025 recorded 287 satellite-detected methane events in Turkmenistan in 2024, more than any other country, and notes that Turkmenistan holds the second-highest oil and gas upstream methane intensity in the world. Emissions from the country account for around one-third of all plumes detected by the UN’s Methane Alert and Response System (MARS).

MARS sent Turkmenistan 192 alerts in the last year alone. Three of the six worst leaks detected anywhere on earth in the past six months originated there, along with nine of the top 50. Methane traps 80 times more heat than carbon dioxide and is responsible for roughly 25% of global heating today. Because it breaks down in the atmosphere far faster than CO2, cutting it has an almost immediate climate effect, which is why a growing number of scientists treat methane abatement as the closest thing available to an emergency brake.

Against that backdrop, eight repairs is not a solution. But Meghan Demeter, programme manager of MARS, made the point plainly: ‘This is a breakthrough in terms of having real documented mitigation action. But it is not yet a breakthrough in the overall magnitude of emissions. Eight cases is an incredible first step, but there’s also a lot more sources in Turkmenistan that need to be addressed.’

Turkmenistan Methane Mega-Leaks and the Global Response Gap

Turkmenistan’s 20% alert response rate looks thin on paper. Set it against the global picture, however, and it begins to look like relative ambition. The IEA’s report on responding to MARS notifications found that only 12% of all MARS alerts received any response in 2025. Countries with a government-nominated MARS focal point achieve response rates close to 100%; the 14 countries with no focal point at all average just 2%.

The United States received 138 alerts in the last year and responded to none, fixing no leaks during that period. Iran, Russia and China likewise returned nothing. The previous Biden administration had at least engaged with the system, securing one repair in New Mexico in 2024. That engagement ended with Donald Trump’s return to the White House.

Bloomberg Philanthropies and UNEP have announced a joint effort to lift global response rates to 80% by 2030. As of that announcement, only ten countries had reached that threshold. UN Secretary General António Guterres has called for all countries to hit 80%.

The political backstory to Turkmenistan’s engagement matters here. Sources in Ashgabat told the Guardian that sustained international scrutiny, starting with coverage of the country’s super-emitter leaks in 2023, was the critical step in persuading the authoritarian government to engage. At COP28 in December 2023, Turkmenistan’s President formally announced the country’s accession to the Global Methane Pledge from the podium, two years after the pledge launched. The Memorandum of Understanding with UNEP had been signed the previous month.

MARS itself has expanded since its launch at COP27 in 2022. The system draws on more than 30 satellite instruments, not the dozen or so sometimes cited, and has extended its detection work beyond oil and gas to cover the coal and waste sectors as well, according to UNEP’s MARS system page.

The Algeria case shows what early inaction costs. A flare at the Hassi Messaoud oil field had been leaking for close to 40 years, releasing an estimated 27,500 tonnes of methane per year, the near-term climate equivalent of nearly 500,000 passenger vehicles driven for a year, according to UNEP’s satellite alerts technical report. It has now been fixed. That fix, and the eight in Turkmenistan, bring the global total of MARS-prompted repairs to 43.

Forty-three out of more than 5,000 notified events. The satellite data is working. The political will, in too many capitals, is not. Turkmenistan responding to scrutiny it would have once deflected is the most encouraging sign here. Whether the country sustains that momentum, or whether eight fixes becomes the ceiling rather than the floor, is what the next set of MARS data will reveal.
